1. What are the procedures for filing a Violation Complaint?

When the department receives a written and signed complaint, the Code Enforcement Officer will investigate within 15 days and take whatever action is warranted. The Officer will then inform the complainant in writing what actions have been or will be taken.

2. If I receive a Notice of Violation what must I do?

The Notice will outline not only the type of violation but methods for remedying the violation. Remedies can include, but are not limited to, abatement, removal or correction of the violation within a specified time period. The violator also has the ability to file an Administrative Appeal to the Board of Zoning Appeals regarding the interpretation and application of the ordinance by the Zoning Administrator.

3. What happens if the offender fails to remedy the violation?

Failure to comply with any of the requirements outlined in the Notice of Violation shall subject the offender to a penalty in the discretion of the courts, not to exceed the amount allowable by State law.

The City of Tega Cay is located in northern York County, South Carolina, along the shores of Lake Wylie and the Catawba River. Tega Cay can be easily accessed from I-77 (exit 88 from I-77 south and exit 85 from I-77 north).

2. What schools do Tega Cay children attend?

Children residing in Tega Cay attend schools within the Ft. Mill School District.

3. What form of government does Tega Cay have, and when is it's fiscal year?

The City of Tega Cay operates using a Council/Manager form of government. Our fiscal year is October 1st- September 30th.

4. When are City Council Meetings?

Currently, City Council meets the first and third Monday of each month. Meetings are scheduled to begin at 7 PM at City Hall unless other wise noted on the agenda for that meeting.

1. How can I get involved

2. What sports are offered?

Tega Cay Parks and Recreation offers youth baseball, youth soccer, youth softball, adult kickball and adult softball in the fall and spring. Youth football and youth cheerleading are offered only in the fall while swim team is offered in the summer.

3. When can I sign up for youth sports?

Tega Cay Parks and Recreation offers fall and spring recreation leagues. Fall registration begins July 1st and will run through the first Saturday in August. Spring registration begins January 1st and will run through the second Saturday in February.

4. How do I register for sports?

Tega Cay Parks and Recreation offers online registration. You may register online by following the links on the sports registration page. You may also register in person at the Parks and Recreation Office (4420 Beach Club Ln, Tega Cay, SC 29708).

5. What is your refund policy?

Tega Cay Parks and Recreation offers a full refund (minus online convenience fee) for anyone who cancels their registration prior to the registration deadline. There will be a $10 penalty assessed for any cancellation that occurs after the deadline and prior to tryouts. There will be a $25 penalty assessed for any cancellation that occurs after tryouts and prior to practices beginning. Once practices start there will be no refunds issued unless the child is injured and unable to participate for the season.

6. How do I reserve/rent a facility?

Tega Cay has several different facilities available to rent. If you are interested in renting the Beach & Swim Center, the lower level of the Glennon Center, Windjammer Park or Pitcairn Park, please contact us (803) 548-3512. Planning

1. How many sets of development plans are required for submission and review?

The subdivider or developer must submit twenty (20) copies for review and for distribution to staff, the Planning Commission and City Council.

2. Who reviews plans?

Plans are distributed and reviewed by utility companies (3 copies), Planning and Land Development Manager, City Engineer, Fire Department or Fire Marshal, SCDHEC, Public Works Committee, York County Emergency Preparedness (911), Lake Wylie Marine Commission, Duke Energy Division of Lake Management and the US Army Corp of Engineers. The subdivider or developer is responsible for ensuring agency review is submitted to the Planning Commission at least ten (10) calendar days prior to the next regular meeting.

3. What are the deadlines for submission of plans?

Plans must be submitted forty-five (45) days prior to the Planning Commission meeting at which the subdivider or developer desires to be heard.

4. What is the procedure for rezoning property?

Applications can be obtained on this page, must be filled out completely and signed by the property owner(s). Attached to the application should be a deed and Plat (survey) of the property and the appropriate application fee. A joint Public Hearing will be scheduled with the Planning Commission and City Council. Within 30 days of the Hearing or the date it last received evidence, whichever occurs last, the Planning Commission shall submit its recommendation to Council. Council will then take action on the request at its next regularly scheduled meeting.

1. How do I get a copy of my driving record?

Driving records are maintained by the SC Department of Motor Vehicles.

2. How do I get a copy of an accident or incident report?

For a copy of an accident or incident report, please contact the Records Division at (803) 548-0340 or come by the Police Department at 7705 Tega Cay Dr. between 8:00 am and 4:00 pm, Monday through Friday.

3. If my keys are locked in my vehicle, can the Tega Cay Police open my vehicle for me?

No, however, the Tega Cay Police Department will assist you in obtaining the services necessary, such as certified locksmith, to unlock your vehicle.

Public Works

1. What items can I place curbside for collection by the City?

Residents can put out organic debris (grass clippings, plants, tree parts, etc.) at the back edge of the curb in front of their home. Small material must be in bags in order to be collected. From November- early February, residents can pile their leaves loosely at the curb for collections. Tree parts must be cut down to no larger than 4" in diameter and no longer than 4' in length.

2. When will my debris be collected?

Debris needs to be placed at curbside by Sunday evening. Crews ride the City streets on Monday morning, GPS locating debris piles for collection. Typically all bagged items are collected on Monday and brush/limbs are collected Tuesday-Thursday. Street Cleaning.

3. When is my trash collected?

Residents who live off of Tega Cay Dr. (Lakeshore and Historic Tega Cay) have their trash collected every Monday.

Residents living in Stonecrest, Serenity Point, and Lake Ridge areas have their trash collected every Tuesday.

Residents are reminded to have their trash out no later than 6 AM the morning of their scheduled pick-up and carts must be returned away from the street no
later than 24 hours after pick-up.

4. When are my recycles collected?

All recycles are collected at curbside every other Friday. When placing boxes in your roll cart, please break them down before placing them in the container.

5. What should I do if my trash or recycles are not collected?

If your trash or recycles aren't collected on your scheduled day, please report it one of two ways: report it online using our Request for Service feature, or call Signature Waste at 1-866-779-9278

If the building is less than 200sq/ft and not on a permanent foundation, you will only need a Zoning Compliance Permit to regulate the set-back requirements for your property.

If the building is greater than 200sq/ft and/or on a permanent foundation, then you will need both Zoning Compliance and Building Permits.

11. I have a North Carolina residential contractors license - can I do work in South Carolina?

No, you have to contact the Dept. of Labor, License and Regulations in Columbia and have your license reciprocated to South Carolina. (803.896.4300) before you will be able to pull a permit.

12. I have a complaint with the Contractor who built my house, how do I address this problem?

All complaints must go though the Residential Builders Commission in Columbia (803-896-4621) and then referred back to our office for further action.

Storm Water

1. Because we now have a Storm Water Utility Fee, will my property tax decrease?

No. In the past, some of the storm water related activities now being funded by the Storm Water Utility were supported by the City’s General Fund. Although the City’s storm water needs have increased substantially over the past several years, there has been no increase in the City’s millage rate to address these needs. While certain costs have been shifted to the Storm Water Utility, the City itself is now subject to the same “impervious area” based utility fee as the rest of our Storm Water Utility customers.

2. Can you provide me with information on storm water service costs for previous fiscal years?

City financials are of public record and may be viewed upon request.

3. Shouldn’t the majority of the burden of this cost now be borne by the new development areas within Tega Cay?

Any developed lot (commercial or
residential) contributes to storm water and issues relating to storm water. By creating
this new fund, we will be able to better maintain this system (which is over 30 years old
in parts of Tega Cay), monitor the outfalls (minimizing pollutants into the lake and
streams), conduct the proper routine maintenance to ensure that the storm water system
functions properly, and meet the stringent requirements of our mandated NPDES
permit.

4. How are non-residential properties assessed their Storm Water Utility fee?

Using aerial photography and current building permit records, the City can accurately determine the total amount of impervious surface present on each nonresidential parcel of property. Using this total impervious area calculation, nonresidential properties are assessed Storm Water Utility Fees in increments of 3,500 square feet. For example, if a non-residential property in Tega Cay is determined to have 30,000 square feet of impervious area, that property would be assessed an annual Storm Water Utility Fee of $864 based on the following: 30,000 square feet divided by 3,500 (one ERU) = 8.57 ERUs. 8.57 is rounded up to the next full ERU, making a total of 9 ERUs for the property. The 9 ERUs are then multiplied by $96 (the single ERU rate) to reach a total of $864.

5. Why are you charging me for storm water services, when this is usually linked to water utilities in most communities?

The storm water service has nothing to do with your water and sewer
service. You are correct that in other municipalities, the storm water fee is often attached
to a customer’s water and sewer bill. Unfortunately, there are two water/ sewer
providers in Tega Cay and we were not able to attach an additional $8/ month to
everyone’s monthly utility bill.

6. Why is a 1700 sq. ft. single family residence on ¼ acre lot with mature landscaping charged the same as a 4,000 sq. ft. residence with little to no landscaping?

In adopting an impervious surface based storm water utility, the City’s consultant inventoried and surveyed all residential property in Tega Cay using recent aerial photography and building permit records. In so doing, the consultant was able to determine the average amount of impervious surface present on residential properties in Tega Cay. The average impervious area per residential property (the Equivalent Residential Unit) was found to be 3,500 square feet. When the cost of the Storm Water Program was divided among developed properties within the City, the value of each ERU was determined to be $96 per year.

7. Do the more recently developed areas of the City create greater storm water burdens than other areas?

Anytime construction activity occurs, whether it is in the new sections of our City or in “historic” Tega Cay, there are things the developer/contractor must do to ensure erosion and sediment control. Under our new Storm Water Program, these sites are inspected by staff on a routine basis. Staff also spends time inspecting pipes, inlets and outfalls n “historic” Tega Cay. We are now permitted by the State and are required to meet and maintain federal standards.

8. Does this yearly fee need to be paid in one lump sum or can it be paid with our monthly service over time?

We looked at having this fee as a monthly charge, but unfortunately, the cost of sending out a stand alone monthly bill for $8 was not cost effective and would have required us to charge an even greater fee. In the absence of an existing monthly invoice (such as water/ sewer) that the City mails to all residents, this was the most cost effective way to bill for storm water. If you would like to discuss payment options, you will need to speak with Dora Perry (803.548.3512 ext 122).

9. Does this new fee have anything to do with my current monthly water/sewer bill? If I have automatic draft for my water bill, will this be drafted as well?

This new bill has no relationship with your water/ sewer bill. These are stand alone utility bills funding two different departments. Even if you already have automatic draft payment on your TCUD bill, you will still need to pay this bill. You may do so by enclosing your bill receipt with a check in the self-addressed envelope that was included with your bill, or you can come by the City Administrative Building, Monday - Friday, 8:30 AM - 5 PM and pay by credit/debit card. You may also drop off your check in the City’s drop box located next to the Administrative Building.

10. Am I allowed to tie my landscape drainage into the storm drain that is at the street in front of my home?

No. This is considered an illicit connection and is not allowed without prior approval from staff. If you are found to have an illicit connection, you may be asked to disconnect and possibly fined.

TCUD

1. Who is my water/sewer service provider?

If you live in the historic areas of Tega Cay, your water is purchased from York County by Carolina Water Service (DBA Tega Cay Water Service). TCWS treats the sewer at one of two Sewer Treatment Plants in Tega Cay.

If you live in one of the Lakeshore villages, Stonecrest Villas, Serenity Point, River Lakes, or Lake Ridge, your service is provided by the Tega Cay Utility Department (TCUD). TCUD purchases water from the Town of Ft. Mill, who purchases from the City of Rock Hill. Sewer from Lakeshore customers is pumped to York County's Jackson Branch treatment plant. Stonecrest, Serenity Point, River Lakes and Lake Ridge is pumped to Rock Hill's Manchester Treatment Plant.

2. Can I pay my TCUD bill online?

All TCUD customers have the ability to pay their monthly bill online or through automatic draft payments if they choose. To pay online, please click on the green "Online Payments" button located on the left side of the screen. To sign up for automatic draft, please contact Dora Perry at (803) 548-3512 x. 122.

3. What do I do if my water is cloudy?

In most cases, simply running the water for a few minutes will clear it up. "Cloudy water" is usually caused by air in the line. If you are unsure, and would like someone to check your water, please contact us (803) 548-3512 x. 129.

4. What should I do if I find a water leak or sewer overflow (SSO)?

In both cases, contact your water/sewer service provider. If you are a TCWS customer, once you contact them, please also contact the City Administration office at (803) 548-3512.

5. What should I do if I suspect my meter is leaking?

For TCUD customers, if you suspect your meter is leaking, please contact us (803) 548-3512. The City is responsible for everything up to and including your meter. The home owner is responsible for everything that comes out of the meter.

Zoning

1. What are the procedures for filing a variance request?

A Board of Zoning Appeals Variance Application can be obtained on this page and must be filled out completely and signed by the property owner(s). Attached to the application should be a deed and Plat (survey) of the property and the appropriate application fee. The Board of Zoning appeals shall hear and decide on requests as expeditiously as possible, consistent with the need to follow regularly scheduled agenda procedures and will provide notice in accordance with Article VI of the Zoning Code.

2. Where can I get a copy of my Plat?

The Plat (survey) may be obtained from the York County Clerk of Court, Register of Deeds at the York County Courthouse located at 2 South Congress Street in York.

3. Where can I put up a Yard Sale sign?

On premise yard sale signs shall be located behind the street property line. Off premise directional yard sale signs must meet the City design template and may be located within the side right-of-way of secondary streets and on City-owned property beyond the street property line. Yard Sale signs are prohibited within the right-of-ways of State-maintained roads, City-maintained arterial and divided lane roads, and on private property without the owner’s consent.

4. How soon can I expect to receive a zoning or land disturbance permit after all required documents are submitted?

Under normal circumstances, zoning and land disturbance permits are routinely reviewed and issued within five (5) business days; however, t is very possible that the permit will be issued quicker than this. If you wish to ensure your permit is issued within two (2) business days, we offer Fast Track processing at a 50% fee premium.
